Feature - Allow Original Entering User to Access Transfer Batch After Assigning to Another User

In I/M -> Processing -> Inventory Transfer Management, after the batch is created, the original user who created the batch may not be able to access the batch once it is re-assigned to another user. This issue could be resolved by changing the global user security flag in screen 3;
    1. Allow To Edit/Print Others' Transfer Batch

By answering "Y", then you effective make this user as the transfer management process supervisor.

However, some organizations don't want to make their users Transfer Processing Supervisors in order to continue allowing the creating users to access the batch after reassignment.  Therefore, starting with this enhancement, both the original creating user and the assigned user will be able to access the transfer batch. See the example below:

In the above example, both user JOSE and JENNY will be able to access this transfer batch.
