In Elliott Business Software, various areas offer the option of pressing an F? function key to drill down to another window.  See the following example of the Stock Status Inquiry Screen, where you may press the F3 key to drill down to ATP Inquiry:

After you press F3 in the above window, the following ATP Inquiry window will show up:

This type of drill down is extremely helpful and convenient. If you'd like to go back to the Stock Status Inquiry screen, you will use the ESC key to exit the ATP Inquiry window.

What if you want to launch the ATP Inquiry window in a different Elliott window that's independent of the original Stock Status Inquiry window?  This way you can go back to the original Stock Status Inquiry window and drill down to other areas, or look at other different items without losing the information in the ATP inquiry.  To do so, you can use CTL-F3.  So the CTL + Function Key means to "Drill Down to a New Elliott Window."

Generally speaking, if an Elliott Inquiry function is already supported as an independent menu item, then it is likely this CTL + Function key drill down to a new Elliott window feature will work.  For example, ATP Inquiry is an existing function you can access from I/M -> Inquiry -> ATP (Available to Promise) Inquiry.  Hence, from the Stock Status Inquiry screen, you can drill down to the ATP Inquiry window with the CTL-F3 key.  There are many other examples for you to discover.

If a function key is designed to bring up a window that has no corresponding independent inquiry window accessible from the Elliott menu, then pressing the "CTL + function" key will behave the same as pressing the function key itself.
