Lauch CSV File -- There Was a Problem Sending the Command to the Program

When I click on "Yes," I receive the following error in a message box, and my Excel 2013 does not start:
There was a problem sending the command to the program.

A - To resolve this issue, you need to start up Microsoft Excel 2013 and go to "File" -> "Options" -> "Advance." Scroll down to the "General" section. Un-check the option "Ignore other applications that use Dynamic Data Exchange (DDE)." See sample screen below.

Just for your information, this flag is not set by default when Excel 2013 is installed.
